There is a register of training bodies, ORDIT. This was originally set up in the late 1980's (under a different name) and has been run by a committee of representatives from the driving school profession. Organisations represented on the committee include the DSA (Driving Standards Agency) and DIA (Driving Instructors' Association).

You may discover that a lot of Part Three training courses are based upon teaching you just the Part-Three pre-set tests (PST's) and are concentrated on lesson content. The irony is that at this point in your training you should already know this information. You learned it in order to pass Parts One and Two! This means that a lot of expensive training time is wasted - or even worse, it leaves you confused about things that you thought you knew, for example, how to do basic manoeuvres.
